APPR Update and Alert – December 2020
This is an update to the October 2020 APPR Update regarding new open timeframe for variance applications applicable to 2020-21.
Sample Principal APPR Agreement
This sample APPR agreement is one example of a complete agreement based on SAANYS’ interpretation of law, current regulations, and various NYSED documents. Bargaining units need to make multiple decisions about ALL negotiable aspects of APPR. This sample makes those decisions, for illustration, but may not represent the “best” decisions for a unit. It can be a model for structuring a negotiated agreement locally.
Sample District-Wide Student Performance
Many bargaining units have had success using a district-wide metric to determine the Student Performance Category score and rating for principals. This approach allows inclusion of multiple assessments, decreasing the impact of any one assessment. This sample uses historic data for all state tests in determining appropriate targets.
Sample Input Model
As of the new law and regulations of 2019, it is possible to negotiate a different approach to determining the Student Performance Category score and rating for principals. The Board of Regents approved an “Input Model” option for principals which measures the actions and work of a principal to enhance student performance and achievement, rather than student performance on tests. This sample is one approach, using evidence of the completion of related tasks to determine a score and rating.

The State Education Department has updated the following document: Frequently Asked Questions. New content is highlighted, and pertains to the 4-year APPR transition period addressed in regulatory revisions §30-2.14 and §30-3.17.

APPR Implications from the 2015-16 State Budget
Rather than implement the full suite of education reforms proposed in the executive budget, the job of revising or developing a new APPR system was assigned to the State Education Department.
